PNG Government Gives Go-Ahead to Large-Scale Forestry Development without Proper Due Diligence

A planned forestry development in Western Province of Papua New Guinea appears to have received government approval without thorough investigation, according to Transparency International Papua New Guinea. The large-scale scheme involves 600 kilometers of roads and a small portion of forestry along the routes, estimated to cost $4.8 billion.

The Concerns Over Transparency

Transparency International Papua New Guinea has raised concerns about the lack of transparency in the government’s approval process. Peter Aitsi, TI PNG spokesperson, stated that “when we had a look at this particular venture, it raised some red flags with us, primarily around the viability of this project, but also the lack of transparency, in terms of how the governor of Western Province.”

The concerns over transparency are not new, as there have been similar discredited schemes planned for the same area in the past. However, the agreement still received endorsement from Prime Minister James Marape, who called it an “integrated agro-forestry project.”

The Australian Company Behind the Project

The Australian company behind the project has links to a discredited scheme from earlier, which raises questions about its credibility. Don Wiseman questioned the government’s decision-making process, stating that “it doesn’t seem to have very much control over what’s happening in forestry in the country.”

The Deterioration of Governance

Transparency International Papua New Guinea has expressed concerns about the deteriorating governance environment in the country. Peter Aitsi stated that “most of these government agencies and entities now, have been politicised to the point that they have become essentially just a mechanism for our elected leaders to work through.”

Don Wiseman added, “yes, the problem is changing that whole mindset, isn’t it? It’s going to take years and years and years to re-educate people about ethics and morals and so on and so on.” Transparency International Papua New Guinea is working to support and rebuild government institutions to serve the community.
